Causes cannot be removed but its effects can be controlled. By destroying liberty, or giving its citizens the same opinions, Why could a republican system help to avoid faction. The protection of these faculties is the object of gov- causes of fraction. No man is allowed to be a judge in his own cause-bc of his bias opinion. A pure democracy, by which i mean, a society consisting of a small number of citizens, who assemble and administer the government in person, can admit of no cure for the mischiefs of faction.
