Widening gap between developed and developing countries. Goal is to get the price down to each for governments and charities to buy. Focuses on how information and communication technology (ict) affects individuals, communities and countries. Enabling technologies >computers, networks, software, the internet. This approach asks what social and political barriers to technology access and literacy exist.
