The idea that certain situations create opportunities for crime. 3 factors create the perfect situation for crime > motivated offender, suitable target and absence of a capable guardian. Presents crime as ordinary > a shift from seeing crime as pathological. In contemporary society we have an increase in suitable targets e. g. valuables and a decrease in availability of capable guardians. Increase in crime is linked to more opportunities for crime, not an increase in the number of offenders.
