• Policy: 'programmatic'
o Synonymous with programs, plans, designs
o A plan for '(re-) programming' social reality
• Teaching, schooling, curriculum
o Eternally optiistic… that it ca ake a differece
• Social reality is far too unpredictable to ever be controlled at the level that policy thinks it
could be controlled
Policy as a political rule (liberalism):
• Ideals of personal and economic freedoms by 19th century
• Seeks to limit the government of civil society
• Liberal formula for rule:
o Relies on knowledge - seeks to 'know' populations (economics, pedagogy, criminology)
• Policy is used to govern at distance
Policy, advanced liberalism and the market
• Informed by 'neoliberal' philosophy
• Market plays a significant role
• Market seen as a source of liberty - for individual well-being, national growth, prosperity and
progress
• Advanced liberal rule marketises the public sector
o Roles back the state to foster entrepreneurship
