Issue salience (what the public thought to be the most important issues of the day) was being shaped by the mass media/ media coverage: the media perform an agenda setting function. Set the agenda for the public, tell the public what is the more important issues. Not telling people what to think, but what to think about (the agenda setting has limits. What are the issues the media is reporting on: small lag in the issues getting out there on the media agenda. More qualified, sophisticated than the media effects model.
