Marshall civil rights dominant in the i8th century included the freedom of speech, equality before the law. Political rights dominant in the i9th century includes the right to vote and run for office. Social rights dominant in 20th century includes economic welfare and security, forming the basis for the welfare state. Strong incentives to enact these policies bc of democratic pressures for redistribution.
