So the government decides because they believe in killing over negotiating. The way it is talked about is rarely the way it is in actual life. Discourse v. reality, how and why war is mythologized (simplifying it) War as it is imagined, was as it actually is. War exposes meaning and it exposes meaninglessness. War exposes a capacity for evil, imposing silence about the realities. War lacks triviality; it has a depth to it. War promotes unity and resolve in the face of challenges. War has a purpose and a certain simplicity. War demands that you disable the enemy, aka making the enemy look bad. A necessary mental trip must take place in order for the killing to happen. War some how brings out the best in people.
