In order to vote, you had to be a male-property owner: exclusion of women, the poor, immigrants. Canada"s democracy is a responsible government which means that it responds to the people. Chain of democratic responsibility: people, parliament, government. Canada had representative government, but not responsible government: power was in the hands by a governor appointed by the king. Responsible government arose early 1900s: ontario and quebec were rebellious in order to establish a responsible government (1837) Responsible government, ultimately means, canadian public policy must be sanctioned by the people, an example is canada not joining the iraq war in 2003. Separation/fusion of executive and legislative branches of government.
