We can calculate the overall reporting rate. Institutional discretion: policies (zero tolerance, distribution patrols, financial needs. Csi: crime severity index (2009: weight: incarceration rate x duration sentence, 2006 as base year (value=100) Recidivist: a convicted criminal who offends repeatedly.
