Extreme positions assert that only certain individuals should reproduce in order to lower crime rates. Cohen says net widening is material to professional ideologies, lobbying. This net is expanding because it is wider, denser and there are more of them. Should not push youth into system on first infraction. False diversion is reason of the net widening. Real diversion would simply be to give warning and not bring person into system. House arrests started in 1970"s to decrease incarceration. Problem according to cohen is that this is still incarceration. People who are given house arrests are not those who were given prison sentences. They are those who would have been let off with a warning. Not used as alternatives methods but supplementary methods.
