These theories can also critique and study prevention programs, surveillance etc Double outsiders happens when someone is labelled an outsider for a certain behaviour. The person who is then labelled sees his labelers as outsiders for not being the same as him/her. Every group has rules and those who break them are outsiders in that group. To the outsider, he may feel the rules aren"t legitimate and the enforcers to him are outsiders.
