Before, failure of experiment of constitutional monarchy. Gave a moderate evolutionary solution to russia: now improbable. Gulf between state and society widening as war approached. 1877-1878, war with turkey in the balkans: russia won. Congress of berlin, treaty renegotiated and turkey(austria?) got bosnia- Religious, political, and linguistic issues between the countries. Pan-slav ideals of russia vs. strategic geographical reasons of austria. Kept in check by bismarck in this time period. Serbian king assassinated and replaced with an anti-austrian man who was for a south-slavic state, with montenegro, serbia, bosnia-herzegovnia, etc. etc. 1908, austria annexed bosnia-herz. , upsetting the status quo. This despite promises to russia that this wouldn"t happen. Serbia wanted russia to back them in a war and russia didn"t want it: loss of prestige for russia once again. War breaks out: serbia, bulgaria, montenegro, and greece fought turkey, and defeated turkey. They started to promote discord among the other victors: led to a second war.
