Succeeded khrushchev as gerbil secretary of the communist party. He was in trusted with the fortunes of the soviet union. Started out as an engineer, joined party in the 1920"s and rose in the ranks. Served in the military in world war ii. As such was moved around to positions of increasing authority. By the 1950s, was a member of the central committee and the politburo. Succeeded khrushchev as chairman of the council of ministers. Like brezhnev, he had risen in the ranks to positions of ever increasing importance. Ultimately, his reforms were blocked by the rest of the leadership and brezhnev outmaneuvered him politically. Essentially because he was associated with these reforms he was outmaneuvered and sidelined. He spend the last decade of his life as something of a lame duck. Head of the government and distinction to be drawn between the two.
