Succeeded khrushchev as chairman of the council of ministers. Like brezhnev, he had risen in the ranks to positions of ever increasing importance. Ultimately, his reforms were blocked by the rest of the leadership and brezhnev outmaneuvered him politically. Essentially because he was associated with these reforms he was outmaneuvered and sidelined. He spend the last decade of his life as something of a lame duck. Head of the government and distinction to be drawn between the two.
