Desmond tutu says peace accord would have been impossible if trials were to happen. Trc goals was to rehabilitate a society while confronting injustices. Religious overtones led some to criticize trc for religious concept. Tutu was accused of imposing belief system on others. Amnesty could be sought by offenders if they admitted wrong doing and provided all the info about their crime. Reconciliation requires victims and offender to create trust. Truth telling on its own does not lead to reconciliation.
