Has process for who needs protection to come to canada and who are genuine refugees. Sped up process for deciding who was a refugee. Divided refugee claimants into different classes and treated each group differently. Immigration officer decides if person is eligible to have a hearing of why they are a refugee. If found to be eligible, fill out basis of claim form- provides background information, explains who they are, why they"re unsafe. Another hearing takes place with evidence and testimony, then decision is made.
