Oct"85, b/c of institutional shortcomings, new trial date is sept"86. His lawyer brings in an application for stay of proceedings, and judge ordered a stay and blamed institutions for this (they knew and did nothing) If needs aren"t met the gov will have to deal with victims b/c offenders not dealt w. Appealed reversed decision: followed cc (assumed that he was factually guilty) and complained b/c he"s trying to get something out of it. Scc went back with first decision (all are innocent until proven guilty), all charged w offence should have a chance asap to prove themselves: background.
