The constitution re ects what is important to the people in terms of how they wish to be governed. You get a view of how the people feel a government should be. Brought together the canadian state in the form of a federation. Federation is a central government with levels of lower government that ideally are supposed to work together. It is the basis of the constitution act. States power is divided among the two levels of government and protects the rights of those governments. Section 91 de nes what powers go to federal government. Section 92 de nes what powers go to the provincial government. The split as to what government gets which power is not entirely clear, there is a lot of grey area. Any power that isn"t speci cally handed to the provinces is to be given to the state. (peace, order and good government) Recognizes the crown having power over canadian dominion.
