Who is protected: citizenship and social class. There is a kind of basic equality being a member of a community. The establishment of law- being laws of freedom for the individual. The right to work was denied by both the statute and custom; not said to be an offence against the liberty of the subject and a menace to the prosperity of the nation. The story of political rights was the granting of old rights to new sections of the population. The poor law- that accepting relief must cross the road that separates the community of citizens from the outcast company of the destitute. Women were given protecting rights that men weren"t- as they were seen as non-citizens. Elementary education going from just being free to being compulsory- the duty to improve and civilize oneself is a social duty. Social inequality is regarded as necessary and purposeful- designs the distribution of power.
