Old england canadian police agencies originate way back to early english society. There were no court system at the time, however, there was regular police force prior to the 11 th century. Pledge system: the closest thing to police agency in its time. Every person was responsible for assisting neighbors and protecting the village from criminals. Frankpledge system: as time progressed, the pledge system advanced and groups of ten families were set up in each village to settle minor problems. Hundreds: then, ten things were grouped into an even larger group. Affairs were looked after by a constable, who dealt with more serious law violations. Constable: appointed by the local nobles, considered to be the first real police officer. Shires: the hundreds were amalgamated into shires (equivalent to modern day counties). Shire-reeves: the top law enforcement officials who were appointed by the crown or a local landowner to supervise specific areas to maintain law and order.
