While we think it should be set in stone (rigid) because it talks about rights and laws it actually changes over time (since 9/11 it has changed drastically- security of person and people) Changes due to the political and social situation- it needs to be stable but also flexible to handle the situations. The rule of law influenced the canada charter of rights and freedoms.
