Helps with stability which comes from predictable behaviours( patterns) Have to make these rules enforceable- law/government- state. How do we enforce rules through coercion- use whatever tools you have to get what you want. The only way a state can make rules enforceable is to use coercion and we do this because predictability gives us stability. Building up and defending the king( sovereign) When you pass a law you create unity and when you create unity you are eliminating your competitors: different ways of looking at the relationship between the state and society. Ancient greeks had a particular view of what the state was and how we came together to govern ourselves( aristotle and plato)
