Once you have a piece of territory in possession of the state, it allows the state to manage it (by laws) Creation of laws is an exercise of sovereignty. Territory qualifies you as a state, and then you can create and enforce laws over that territory. Territorial sovereignty also entails a corollary obligation under customary law.
