Note: newspaper"s words, not kellum and deminas". *the way in which canadian leaders planned to use prisons between confederation and wwi reflects their belief that the home played a pivotal role in shaping human life. Jails in the 19th c served partly as a means of providing for those who had no homes. They continued to believe that delinquency stemmed from problems in the young offender"s family.
