When dealing with victimless crimes, proactive police behavior is required (i. e. wires, searches, cameras). Packer believed that society moving from cc to dp model would slow down the criminalization in society. Packer claims that consent and the absent of a victim is challenging. Woman therefore loved this approach because it gave arise to rights when it comes to abortion. Since he has written his series, the definition of harm has been expanded to include forms of harm such as future violence, psychological damage, and something that contributed to social relations. When you expand the definition of harm, it further implicates the role of the state to protect from these harms: change in political case . This change to victimless crime caused us to go from the accused and their dp rights against the state to the accused, their dp rights against the groups of victims and potential victims and their rights.
