He followed her after she drove from delivering papers at one location, decided that she was not wearing a seatbelt, pulled up near her in his cruiser and tried to speak to her about traffic infractions. She was outside her car when he asked for her name and to see her licence and insurance. Ruffino arrested her, pushed her against the cruiser, handcuffed her and put her in the backseat of the car.
