Life and health are chief among all goods. Everything else is of lesser importance and must be sacrificed for their sake. Health care must be distributed on grounds of equality no one should be denied these chief goods because they can"t afford them. Implies: whatever need anyone has determines how much we should spend. Problems: (dworkin believes that the rescue principle will cost too much, so we need a new solution)
