Government agencies & pharmaceuticals have gone to developing country to perform experiments. Lecture 10 because it is forbidden in the country they are from or because it is cheaper. Less regulations so you can conduct studies that may result in better results. The developing world people would not have access to the drug you are testing. If you go to developing country to test, you can justify that they would not have access to anything anyways however, in a developed world, you would be denying people access to other treatments. To ensure some justifiability for doing research in the developing world the drug should be supplied to that developing world. However, the problem is that there is a chance that the drug does more harm than good, so there is no point giving the useless drug to the developing world.
