A sentence must be proportionate to the gravity of the offence: seriousness of the offence should be equal to seriousness of the sentence. A sentence must be proportionate to the responsibility of the offender: if someone is too young or mentally ill or only played a small part in the crime, they wouldn"t get the full sentence.
