Children under the of 5 are most at risk. An estimated 13,000 people were left paralyzed by polio between 1949-1959. Serious viral infection may cause serious birth defects to the fetus. A potential cause of hearing and visual impairments, intellectual disabilities. Can also result in heart defects, stillborn births, cataracts. 1991: 74% of students with exceptionalities were mainstreamed. Council supports this continuum of service model vs. full inclusion. No federal law defines or guarantees the rights of children to education.
