High requirement with respect to research design used. Bring together all studies that are similar or dealing with same topic and look at results and conclusion of each one. Findings were that small percentage of delinquents for all crime. 7% of people commit 87% of all crime. Between age 17-20 crimes are committed in groups. Has minimal use since most people, notably criminals, don"t know the punishment they will face.
