Those who are in control (dominant culture), the laws that they make are laws that tend to cement their position of control and shut out those other cultures. Rise in crime related to those cultures that are being oppressed by the dominant culture. Vold-conflicts between groups that are in conflict with one another about belief systems/ideologies.
