First concrete expression of economic collaboration in europe. Germany is the culprit and france has had so many wars. If something isn"t done to remove incentives to engage in trade wars, the likelihood of the use of war will increase in europe. Policy makers should find ways to increase economic independence. Economic interdependence needs to be encouraged and entrenched: argument about state sovereignty. The sovereignty of states should not be absolute. The distinction between domestic hierarchy and interstate anarchy must be overcome. Interstate anarchy creates dilemmas between politics between states that makes conflict more common. If state sovereignty is not limiting, interstate anarchy is less likely. Creating a super-national political authority over and above states. Europe needs to be politically organized much more differently.
