What are the purposes of the state: solving collective action problems, protecting domestic populations from foreign attack, protecting citizens from each other. Divide and rule : dividing local people against each other to make it easier to govern less like to be rebellious, colonial state had two roles: controlling territory and extracting resources. Most unequal countries as ranked by gini coefficients: south africa, namibia, botswana, zambia, civil war, colonialism. Boko haram: areas of operation, not confined to nigerian territories but also nearby regions, trafficking of goods (legal & illegal) It works like a state, but nobody recognizes it: de facto not de jure, not a weak state but a collapsed/failed state; never really recovered; no standing according to international law; stable country that no one will recognize. If recognize somaliland then might have to do this for other territories might stimulate violence & have more rebel groups starting civil wars trying to capture territories.
