There started to have a split of economy and politics, also ww1 and ww2 spurred a lot of discussion, people had trouble understanding what they had just been through. Right: peace talk, the leader of the big four, how to prevent same type of war from happening again. One source: scholars of international law i. ii. A "harmony of interests existed" between people and between states. War is never an appropriate way to resolve disputes, harmony needs to be uncovered. With the correct laws and institutions guiding behavior, the harmony of interests will be revealed.
