Makes assumption about how people interact and interpret monuments variation: holding commemoration ceremonies/activities with new modified meaning/which challenge original meaning. Recognizes symbolic capital of existing monument: add additional monument: meaning changed/challenges by other monument in the nearby. Not necessarily unproblematic though: agreement over meaning of additional one not always easy. Ignore may be the most effective way to forget or erase history. State may cease sponsoring rituals/symbolic maintenance, as well as physical one: the 9/11 memorial site: Interim operating period: opening (sept 11, 2011) completion of site (2014).
