He is saying the monopoly of physical violence is what differentiates the state from what is not a state. Weber would say the family is not a state because they do not have a say in what types of violence can be used. The state gets to say where and when violence is deployed in other arenas that are not the state (family) Pre-requisite and capacity for any form of government to enforce violence. Monopoly over legitimate force is externally and internally enacted. The state"s ability to do this is based on the physical. Ability to terrorize, imprison, use brute force and kill. People believe in this, and there is something ideological and consensual going on. They need to count on the subordination of the people within the domain of the state.
