Numidian incursions against carthage come to a head in 151. Rome"s new empire: demanded they uproot themselves and become romans. They said no and thus started the war. After the third punic war what used to be an ally became a province. Communities in the province were left to fend for themselves most times and they found an elite who could help govern them.
