Terminology: continuing care, continuum of care, community care, long term care, can receive long term care at home so this is where the confusion lies. Institutions can also provide community care: lines are not divided- there is a lot of overlapping, there is confusion and complexity about where to go. Older adults would say yes but service provides would say social insurance is a good idea.
