Desire of power ceasing only in death more intensive delight, not content with moderate power. People pressed into search for power after power, even when they don"t want any increased light. Fear anxiety because some people want more and more power. Others (even the masses) are pushed into struggle for more power to protect what they have. Absence of gov never ending war of all against all power after power. Sufficient to produce war of all against all. Not sufficient however if people were unequal in power than the struggle for power would end of the victory of stronger and subjection of weaker. Not produce a perpetual war of all against all. Doctrine of equality is applied in chapter 13. Answer page 76 condition in which men live without a power to keep them all in awe. Condition to which there is no political authority or state to keep it all in order.
