An example of this is the wide spread fear of a trump led united states. The individual leaders have constraints: due to international factors, but it also depends on the state. Some leaders have more power than others, e. g vladimir putin, kim jong un. Starts off with defining the ideal decision making. In the ideal world, leaders are all philosophers: operating with superior rationality, have access to top notch information, all leaders would make decisions off of procedural rationality. In sudden tragedies, the goal tends to be to decrease panic. Another problem is misperceptions: misperception of the world, doesn"t match up with reality.
