Can receive government funding and still maintain its non-governmental status if it refrains from having government representatives as members. 1970m 20% of world bank projects has civil society (including ngo) consultation". 2004, 74% of world banks projects involved consultation with civil society organizations. Considered as money given to ngos without restrictions on how it is used.
