Document Summary

Political attitudes and ideology: cost saving and efficiency, proper role of government and distinction between essential and non-essential services. Problem: the concept of what is essential and what is non-essential is not written in stone. What"s non-essential for you may be essential to me. Example: for middle income or wealthy people, they may not consider transportation essential because they drive. For someone that"s low income and doesn"t have a car (insurance, gas and paying for car), transportation makes the difference of being stuck at home and being able to go to work. You still have a roof over your head. For someone lacking the money, public housing becomes essential because it makes a difference between sleeping in a shelter vs sleeping in your own place. Those opposed to privatization relied on different conceptualization of public services in terms of the use value they provide rather than their exchange value.
