The permitted uses under interim control by-law 1985-126 are for detached dwellings, semi- detached dwellings, multiple attached dwellings, maisonettes and apartments, subject to the regulations for such uses in a c3r zone. To do so the municipality must not only substantiate the rationale behind the directing resolution but also show that the study which it authorized is being carried out expeditiously. It must also show that proper planning principles underlie the by-law.
