Rational comprehensive decision making typical standard used for planning process. Resolution by negotiated consensus: mutually supported package, join planning/process. Same planning process of goals and data collection but it is collective: joint data collection based on the joint problem identified as a goal. Arrives at a resolution that everyone can support because you"ve bought into a process that everyone can agree on.
