Michel foucault introduced the terms biopower and biopolitics to describe the way in which biological information came under state control. Biopower refers to societies" turn toward controlling man-as-species (whole group) instead of man-as-body (individual) and the fact that statistics come into play when exercising control over populations. Biopolitics refers to the use and manipulation of population statistics as a means of controlling entire groups of people. Foucault argued that the move toward biopolitics, the surveillance of populations for statistical information, was fundamentally motivated by underlying racism.
