Shift from national to global economic interests addressing poverty touches a lot of areas of welfare such as housing, food, etc. Purposes of social policy: aspiration or visionary (strategic policy : develop a vision to address or readdress a social issue. Levels of social policy : macro , mezzo, & micro: macro, federal/provincial/municipal. Federal : insurance based programs, responsible for these programs because they impact all canadians and not those of a particular province. Provinces : administration of programs under provincial jurisdiction (cicil rights, education, health) and for funds transfer to local governments (social housing, child care) Municipal : primarily responsible for delivery and administration of services such as ambulance, ttc, infrastructures. Responsibilities vary across provincies: supranational/international, strategic policy/legislative policy/program policy. Supranational policies requiring social policy (ex. trade agreements) Globalized capitalist and its impacts to canadian social policy.
