Environment problem create risks which are far greater threat to health than any present inadequacy of health care system. Includes matters related to health which are external to the human body and over which the individuals has little or no control. Cannot ensure foods, drugs ,cosmetics, devices, water supply are safe and uncontaminated. Bad personal decision and habits crate self-imposed risks. Quantity, quality, arrangement, nature and relationships of people: medical practice, nursing, hospitals.
