Russia has merged as a great power by the 18th century, colonialized siberia, large populations, compared to going backwards, attempting to modernize themselves. Spain is an empire in decline, exploding gold and silver, families marry within to keep land in their family, resulting in some idiot monarchs. You are born into a certain order , there is no sense of mobility.
