People break rules all the time that are not labelled criminal. Not all rule breaking acts are considered equally bad. Nor do they receive the same degree of punishment. Different types of criminal behaviour and deviance can be distinguished by the degree of public agreement about the wrongfulness of the act. Many behaviours are not a part of the criminal code but are still subject to some kind of recognition that they have violated something meaningful in society.
