The research aims to diagnose, treat, and prevent the illness. This is easily morally justified because participants have the potential to benefit from the study. On the other hand, non-clinical research utilizes patients who are healthy. It is tougher to morally justify non-clinical studies because the participants have little potential to benefit from participating in the study and, in fact, may be harmed. The information collected is beneficial not to the participant, but to the human race in general. Additionally, some researchers and the institutions they represent are reliant on funding from pharmaceutical companies. These companies dictate the terms of the funding, which often includes a confidentiality agreement that obliges the researcher to remain silent if he/she turns up evidence of the medication being harmful to patients. According to ethical codes set up by the canadian tri-council policy and the nuremburg code that protect whistle-blowers, the answer is yes.
